If you bind this skill to your LMB and use it, during the cooldown period your character will use default auto attacks since ABB is now on cooldown and cannot be triggered again until that cooldown period ends, and thus you have a short window to trigger the proc skills during this cooldown period. See where it says '1.8 Second Skill Recharge'? That means that after using the skill you must wait 1.8 seconds until the skill can be fired again.
